National Governors Association’s Reading Initiative

NGA ReadingThe National Governors Association (NGA) Center for Best Practices is working with several states on a 5-month project to create or improve their policies and strategies for 3rd grade reading proficiency, especially for children from low-income families.

This past September, the Center for Best Practices began collaborating with state teams from Colorado, Delaware, Mississippi, New Jersey, North Carolina and Oregon to achieve the following goals:

  • Complete a policy audit and determine priorities using the NGA framework and policy tool, which will inform the state’s strategy for raising third-grade reading proficiency,
  • Develop or refine legislative and regulatory proposals for the 2014-2015 school year or the 2015 legislative session, and
  • Develop or enhance existing proficiency laws or strategic plans

This Campaign for Grade-Level Reading Initiative is grounded in the NGA’s 2013 policy framework, A Governor’s Guide to Early Literacy: Getting All Students Reading by Third Grade. The Initiative was developed based on the tool that came out of that policy framework for self-assessment and the identification of the most important policy needs. The ultimate goal of the Campaign for Grade-Level Reading is success in school and the graduation of students prepared for college, career, and active citizenship.

The Campaign for Grade-Level Reading Initiative comes out of collaboration between funders, nonprofits, government agencies, business leaders, states, and communities.
